Ios 15 is the best for iphone 8 because it doesnt have enough power to keep it these phones such as like iphone x and 11 and these new ones are good but i still recommend ios 15 if u have a 7 or a 8

That's the oldest iPhone that can support iOS 16, as well as lock screen customization. The oldest iPhone that supports iOS 17 is the iPhone 10 Series (except the regular iPhone X)
