There are quite many solutions for this:

1. Move the top right stick of 9 and move it to 6 to make it an 8: 5+3 = 8

2. Move the stick from the plus sign to the top right corner of 3 making it 3^1 which is still 3: 9 - 3^1 = 6

3. you can mirror the same of solution 2 by taking the top left stick of 9 making it a three and then putting the stick as an exponent : 3^1 + 3 = 6

4: Move one stick from the equal sign under the plus sign: 9 != 3-6 which is true

He did change the rule the second instance but he didn't have to, since 9-3≠6 is incorrect.
So for people saying she solved it twice she actually didn't

You move the top right toothpick from the 9 to make a five, and them move it over to the 6 to create an 8. Then, the final equation would be 5+3=8

Intended answer: 5 + 3 = 8
2nd Answer: 3^1 + 3^1 = 6^1 (Any number can just be raised to the first power after making the 9 a 3)
3rd Answer: 9^1 - 3^1 = 6^1 (Same thing once you make the plus a minus)
4th Genius Answer: Take away the stick on the bottom of the 9 and make 3 negative 3. (9 + -3 = 6)
