_“He said _*_to me_*_ he wanted coffee.”_
This form is interpreted to emphasize the "to me" part. It suggests, "he had the audacity to say to me..." or "I can hardly believe it, but he said to me...". It adds incredulity or shock to the speaker doing the reporting.

But, usually, when you want to tell someone else that you're incredulous or shocked about what someone else said, you would use direct speech. You would recite their words verbatim. ( *Verbatim* is a good word to know in this lesson.)
