According to Dr. Najeeb the dorsal emergence of the trochlear nerve is due to it presumable innervation to the pineal gland the primitive eye. Since pineal gland is present on the posterior aspect of the thalamus (pineal gland is part of the epithalamus) the course needs to go from the back of the midbrain.
