Section 188 in The Code of Criminal Procedure, 1973

Section 188. Offence committed outside India.
- When an offence is committed outside India -
(a)
by a citizen of India, whether on the high seas or elsewhere; or
(b)
by a person, not being such citizen, on any ship or aircraft registered in India, he may be dealt with in respect of such offence as if it had been committed at any place within India at which he may be found :
Provided that, notwithstanding anything in any of the preceding sections of this Chapter, no such offence shall be inquired into or tried in India except with the previous sanction of the Central Government

Same thing happen with me in Delhi also. Once two police personnel came into my factory (l have a small garments manufacturing unit) and start asking for the police verification of our workers. I don't have that so they said you will be arrested for not having verification. I don't have any option i have to give bribe and settle then and there. After taking 5000 they leave my building.

When it comes to taking money from common people, Indian law make sure the common man suffers.
When it comes to a rich person or a political person Indian law becomes dead and blind.

I am curious to know how the police got to know that there was no verification of the tenant, there are thousands of tenants and landlords how they picked out this one.

Amish, I'm against a lot of things but i believe even though this doesn't sound like a serious offence it indeed is serious to the security of delhi or if applied in india then it's a national level security thing as terrorist or anyone who can be a threat to security can be identified and a lot more but this system needs to be made simple and like every tenant is asked to pay ₹100 extra for police verification over the rent, I don't think that's a good choice of charges maybe they need to make process much easier and also cost efficient.
Rest i believe every landlord must do Police verification and its serious even though it might not sound like.
