Not only is it based on the temperature of her flames as blue flames are hotter than orange flames, but Azula was considered a natural born bending prodigy. Shes far less skilled than Iroh and Ozai yes, less skilled than Zuko by the end of ATLA as well. But its primarily based on her flames being far hotter than anyone else's mixed with her natural talent.
