why my touch keyboard is fixed in the bottom of the screen and i cant move it around the desktop like your?

Can anyone answer me google can't grasp my question? My laptop does not have touchscreen. But touchscreen keyboard is running in services. I cant stop it as that part is greyed out. I have never seen this before on my laptop. There is also tabtip.exe in C\program\common files \microsoft shared\ink the keyboard keeps poping up on tool bar. i know this is not the place but if google wasn't so stupid i wouldn't ask
