doesn't work with my S20 FE 5G it took me a while but i finally found how to do it. going thru suggested steps but never found the [appear on top] ran across the option [Draw over other apps] click on it out of desperation and it was what activated my voice imput. how I found it i dont remember but it there. even a seach for that term doesnt show anythig.
