Does a mastery skill work if you use it on your deputy, when the primary dosnt have mastery, or are you force to use whatever hero with a mastery skill as primary?

In Tohar Bert case I wonder if it is worth it to sacrifice the better skill tree and go tohar instead as leader so you can swap out his garrison skill with a good one, Bert kinda has 4 usefull ones
