It was probably a similar bad story just like Catwoman with Halle Berry.

This might literally is just to keep the rights. Well most likely is. Kinda like they did with the Fantastic 4 movie baackback in the day with no intention of releasing it. You don't really do a 90mill superhero movie, that would be uncommon especially with a batman tied release (they propably gave super tight cgi schedules and all that because they just need to fill the green, for it to atleast be a movie). 150mill is like The Least they would realistically put out IF they wanted to make an actual movie and not just pay 90mill to keep the rights (which actually is a reasonable sum) and break a lot of actors hearts if they didn't get what's going on. It might sound a lot but in US, 50mill is like an indie movie and with rising inflation that 90mill isn't really much for a superhero movie.
