I live in India.. and yes such practice of women covering their breast was there in Kerela, it was called 'Mula karm'... There are several more horrendus things that was/is inflicted on so called lower caste people, recent example is the Manipur incident where Kuki women (a lower caste community in Manipur) were made to roam the village naked along with a mod of angry upper caste men (maitreyi community)
