The Arbiter is called the Arbiter because of the armor the elite is forced to wear. It is a ritual of shame held by the Covenant where an individual elite is sent on a suicide mission to reclaim his glory or honor.

The Arbiter is sent to kill the elite you see in Terminal 11. You also play this event in Halo 2, if you remember.

Also, the elite you see at the end is just a higher rank elite, that's why he has gold armor.

Damn the original is so much better. Having the Ring blow to pieces in silence aside from the choir is so much more dramatic than having all these cheesy "VROOM" and "WHOOSH" sound effects going on.
