I like how the Arbiter protected the Master Chief by saying he had his reasons. Knowing his status and what he stood for. The Arbiter respected him regardless as a soldier or even as a friend, he understood his mission before Locke did.

Suddenly, this cutscene has become completely irrelevant and non-canon now. ergh.

Two things. One; when Arbiter said "a friend" it hit me straight in the gut... the voice acting sounded seriously sincere and heartfelt. Two, the same feeling happened when Arbiter said that Chief had his reasons for leaving. It's a sense of duty and trust to protect an old ally. A friend.
