The Bolton are one of the most powerful houses in the North and trying to wipe them out would have resulted in a prolonged and bloody civil war in the North

Why do ppl think the Starks are, as a group, honorable? They're not. Ned is honorable, but honor isn't somehow just in Stark blood

When the greystarks rebellled alongside the Boltons the starks ended the greystarks, they should of ended house Bolton aswell while they had the chance

Because the Boltons are very powerful and when they submitted to the Starks in order to repel the Andals the Starks ordered to stop their ways and they seemingly obeyed. They did rebel a couple times but often some Boltons survived and surrendered and renewed their fealty to the Starks. This time however I think they'll be done for good.

The first part is true, and there are geopolitical reasons for it as well, should there be another Northern invasion from the East or by sea from the south (without the thought of dragons ofc), the Boltons are the first line of defense, and just like when the North put the heads of Andal invaders on spikes on the shores, the Boltons make for horrifying boogeymen (unless they have dragons)

That's the point of the story in a way.

Family name does not necessarily determine an individual's character.

You can get a Targaryen from Aerys II to Maester Aemon.

A Lannister from Tywin to Gerion.

A Tyrell from Loras to Garlan.

A Bolton from Ramsay to Domeric.

A Baratheon from Boros to Shireen.

Even Bastards. Or Tureborns. Or Knights. Or Kings. Or Queens. Or Lords. Or Ladies.

Your background moulds you. But ultimately you make yourself.

Starks or not.

I think people mistake Ned's Stark disposition as the standard Stark behavior. Ned Stark is an exception, Starks are brutal and harsh, very capable of being cruel. They simply can't wipe out the Boltons because the Boltons are too powerful. Starks have wiped out families

Ned’s honour came from growing up and being fostered in the Vale, the kingdom of honour and high chivalry.

Starks are fierce, loyal, proud, but above all loyal and protective of their northmen. They had to do this to survive the harsh winters.

There's a place called Qohor, north of Essos, it was the ancestral place of Andals. But unfortunately there are no Andals there now, all the Andals are living in Westeros, south of the neck. Why? Coz some Stark wiped them off. Boltons are schemers, like the Lannisters, they'll kill a key person. But the wolves like the dragons will clean up everything.

The Boltons became villains only because of Roose, on the latter part of history of A Song of Ice and Fire. Boltons become one of the most loyal and dependable vassal of house stark until roose bolton came.

I find the first explanation more interesting and plausible than the second. It's fascinating to think of the Boltons as the "Shadows of the Starks". The ones who get rid of potential threats to the Starks using shady methods while the Starks keep their clean image.

Extinguishing mighty foes is usually a pyrrhic endeavor. Even in the real world, the Romans didn’t attempt to extinguish the Germans, Franks, Jews & Egyptians. A conquest merely requires subduing your rivals into subjugation. That’s task enough for any ambitious faction.
