I'm Taiwanese, Morris also have the rights 100% to build this company however he wants. Apparently, this is also what Morris wants, he could not achieve a such thing in US back in the time(not sure if it's about race) Morris is also a citizen of Republic Of China(aka Taiwan), he was probably got convinced by the government about helping out ROC as a proud Chinese. Now he's enjoying his giant status because he will be written on the textbook in the history of advance chips and AI, people will remember him as the founder of TSMC, but no one else will remember him if he just staying in Texas Instrument, he will just be another CEO at the most for a short period of time

Crhis Miller's Chip War goes into much more detail on why former Texas Instrument employee Morris Chang started TSMC in Taiwan and how the Formosan government helped kick start it.

TW government gave Morris 100% autonomy in company management. Besides, take Ursula Burns, vice-chair of U.S. Department of Commerce's Advisory Council, for example, she is one of the independent directors in TSMC board members. TSMC has wide diversity and global openness in board management.
