The most significant factor is US' production cost is too high and thus, renders US-made chips more expensive and less competitive.

Having worked in a Japanese owned factory in the US, I'd be surprised if the new TSMC factories don't have constant problems with production. The Japanese have had a lot of issues with American workers and their ability to maintain quality and keep up with production numbers. If Chinese workers are anything like Japanese workers, American workers won't be able match the dedication, skill, and precision of Chinese chip workers. The only way these US plants will succeed is if TSMC is prepared to keep sending over workers for decades to micromanage and fix the mistakes of their American counterparts.

TSMC is in an unenviable position. If it doesn't produce chips in America, it will die. If it starts producing chips in America, it will also die. Huawei with all their talented engineers and researches will eventually break through the 1 nm semiconductors. China has the population and the market and will be so much cheaper than the American chip semiconductors. US might have to sell their chips 10% like before.

TSMC has no choice. It has saw the writings in the wall and knew that the Chinese market is lost. In time, as the Chinese dominate the chip market, it will only have the US market left.

Future TSMC might only serve the smaller U.S. market while Wahwei would continuing its global markets. After all, China universities produce over a million engineers every year for more future research and development of talents.

Morris Chang wasn't an engineer, he was just a businessmen. TSMC was just a chip foundry, in short they are just manufacturer. Huawei on the other hand was related in the field of software development, communication technology, hardware development etc... Hisilicon of Huawei was chip company which was tasked on designing chipsets like the Kirin chipset.

China should focus and manufacturer their own chips, this is competition, United States has the right to block sales to china, simply they donot want china to have the edge therefore it is up to china to invest in r&d and develop their own high end chips 5&3 nm .
