I recently got her C2, and she's crazy strong. It was worth getting the constellations over the course of 3 banners. I feel like I spent money on the game even though I'm F2P because of how strong her C2 is lol.

BTW, this is for the default raiden build. If you are running hyperbloom or aggravate raiden, then just build full em.

EL and Catch should run ER/ATK/Crit. Use Electro % if using a weapon w/o an ER sub, good options for an ER/Electro/Crit build could be: Deathmatch, Homa, PJWS. For EL specifically, lots of ER (close to 300%) is still favored since it converts that ER to tons of ATK and Electro %.

Many are unfortunately wrong in the comments and in your suggestion.
Only with EL you want to get the 255 ER (that's actually already a bit too much, but it's still ok), with any other weapon, no matter what stat it has, you don't want to cross 200-220 ER since at that point you already get diminishes returns from it. Which also means atk sands are generally better with an ER weapon and ER sands with an high atk weapon.

It's worth noting that, if you are able to give her Engulfing Lightning, it gives her an extra 30% ER when performing an ult, so you can go a bit easy on ER if you want.

My F2p DPS Raiden with R1 engulfing talent: 10-10-10 Crit stats: 52cr/191cd Artifact- 4p emblem of fates. Highest Damage without any food buffs with my Raiden shogun is 400k with food buffs it's 850k- 900k

Somewhat wrong, 150/50 CD/CR is what you would most likely get because of stat distribution but in-fact 125/62.5 CD/CR is the same amount of total crit value, but offers slightly more damage.
