If we are able to draw two "horizontal" lines which the function can't cross then it'll be a bounded function.

The concept is a bit wrong here. 3 is not the only upper bound. All points above the least upper bound are also called upper bounds. However, the least upper bound which is 3 in this case is called the Supremum of the Function. The same goes for lower bounds too.

I am sorry but I want to tell that
You told 3 is upper bound for that function only
You are right but 3 is only upper bound it's wrong because if set or function has upper bound then it has infinite number of upper bounds in your case 3 is upper bound but less than 3 is not upper bound so 3 is supremum
Actually supremum is nothing but least upper bound
