c should be 0.
Even without binary prior knowledge you can take out 2^c to get the highest power of 2 that divides 49. Which is zero.
Repeat for 2^b on 48 and you get 3*16 so b=4
Finally subtract that and you have 2^a = 32 so a=5.

Which is 32 + 16 + 1 = 49
