one can be acces during the Festival during Goro's quest, before he kidnap Hanako.

this location can also be accessed before and after the quest. its near the first sniper.

There's also one during an arasaka parade mission going into a door before u go up a ladder, it would be behind a railed door and a key pad across from it the code would be 2906
