I would argue there is generally only one piece of bread. Unless you’re a fool and split the breading into two pieces. So it very well could be. And it is also often not.

If I eat a hot dog without a bun, it's still a hot dog. I can put a hot dog in scrambled eggs, in Filipino spaghetti, or in a tortilla, and the sausage itself continues to be a hot dog in or alongside all those other ingredients. Calling it a sandwich is the same mistake as those who call any form of meat on a bun a burger -- the burger is the meat patty that can be eaten independently from the bun, much like a hot dog. The breads are like any other ingredients (condiments, cheese, other meat, veggies, etc) that contribute to the hot dog or burger's taste, but the base component exists regardless of the bread or toppings. Not a sandwich.
