To measure ZE first of all you have to remove the main earth and test. What you conducted was zs at db with all parallel paths

PME only exists on the other side of the main fuse. It forms part of the DNO's supply and CANNOT be measured at a consumer unit.
Your measurement can however be used to calculate the PFC. So far as Ze this is merely an indication, if it fails here then it will only be worse with only the main.

Split con Sub-main, so Zdb rather than pme (Ze)??

The DNO aren't interested above 0.50 ohms, even though our readings should be less than. 0.35.. Also Ze is taken with the main earth disconnected from the MET..

Did you null your leads. Also carry out Ze and PFC test using high current setting on meter instead of no trip setting. Remove parallel paths and I would also agree it is either an illegal main or a sub main from elsewhere as there is no meter installed!

That cut out has a link bar between neutral and earth so may be a TNS set up. Need to take neutral cover off to check

if you Disconnect the incoming earth and use crocodile clip readings would be just right

Doesn't really matter when you have rcbo's I'd leave it as it is, Dno never interested & still safer than an unstable rod.
