The quest to find the ruins is initiated by Purah after you've unlocked the first 4 sages by doing the first 4 temples and been to hyrule castle.

From this point you can speak with Wortsworth in Lookout Landing then follow him to Kakariko, speak with him again and then with Paya infront of the ring ruins in Kakariko and Calip will move out of the way.

So to summarise:

- Beat the first 4 temples for Purah
- Do the Hyrule Castle quest for Purah
- Speak with Purah again and she'll advise you to go find the ruins
- Speak with Wortsworth in Lookout Landing
- Speak with Wortsworth again but in Kakariko
- Speak with Paya who is stood by Calip in Kakariko
- Calip will now move

I've never wanted to watch an npc die a gruesome slow death till I met calip

to move the guy you must do the main quest until you look up for zelda inside the Hyrule castle. After that you ll be able to enter to the last stone

For me, this quest only became available after I got the 4 sages (wind, water, fire and electric), and after I went to complete the first part of the Crisis at Hyrule Castle quest (where you get a new memory, number 11, which are not dragon tears, but a glimpse of Ganondorf's awakening). I believe that a lot of people are trying to do this quest without following the main quests, so they won't be able to.

Hum... That's not working.
- 4 phenomena done.
- Sky Pilars quest done.
- 4 other ground tablets visited and photos taken.
Not sure what I am still missing here...
Edit: You have to go back to lookout landing and complete a specific quest there first. Only then, he will move out of the way.

Calip won’t move for me. Wortsworth is in Kakariko and I’ve talked to him. I’ve talked to paya, but whenever I talk to purah she tells me to go to Hyrule castle. I haven’t gotten the ring quest yet, all I’ve gotten from purah is “Crisis at Hyrule Castle” she won’t tell me about the rings. Any suggestions of what to do?

Is the quest in hyrule that you have to beat phantom ganon after looking for fake zelda?

It really takes that much before you're able to do this? That seems so counter-intuitive with the whole "go anywhere" openworld design the game follows everywhere else. Just locking it off with an NPC invisible wall feels so lazy and very poorly designed too, Kakariko was among the first places I went to and I spend like 2 hours running around trying to figure out what i was supposed to do, convinced there would be something that would get Paya (who was already suspicious of zelda's appearance herself) to allow me to investigate it.
If they wanted to lock you out of this for that long then why not hide the floating island till later, or atleast give a better explanation than "the princess said so"
