good idea to build a dam with a generator. But from that river with its waterflow you could get some kW of power, not just about 5W for your chain of lights. It wouldn't be easy to increase the efficiency, but it would be worth it. You are not using the full hydrostatic head of the water. The vortex does not power the generator, it does the opposite, it reduces the waterflow through the propeller. The propeller has lots of space within the tube, there flows lot of water without generating energy.
But it shows, why engineers need a lot of time, simulations and experience to construct a good power plant.
