Id say so. If he and Maki can freely enter and exit domain barriers with no conditions is an easy special grade level ability. That’s not even mentioning their premonitions/enhanced scenes allowing them to see curses without tools.

The definition of "Special Grade" is interesting in how it might apply to Toji.

If you focus on the facet that Special Grade indicates "anomalies" within the Jujutsu World, then Toji absolutely fits. He can't be measured or compared to other sorcerers in the conventional way, so anomalous is a good word for him.

If you focus on the facet of "immeasurable" destructive potential, then no, Toji doesn't quite fit. He has a relatively hard ceiling, whereas someone like Yuta, Geto, or Gojo do seem to actually fit the bill.

In my opinion? Yeah, anyone who can cook grades 4 - 1 without trying hard deserves the Special Grade rank

What makes him dangerous is not just the advantage of heavenly restriction, but his a tactical fighter. He is a mercenary and his job is mainly just to execute assassination, once his done he doesn't normally engage in a fight that doesn't benefit him financially.

Manga showed us Toji defeating one of the disaster cursed spirits who are all special grades with EASE.

As far as Special Grade goes he could likely take Tsukumo, and Geto(non-Kenjaku controlled). Most likely beat Yuta too but that is debatable. He obviously loses to awakened Gojo but I mean who doesn’t. Dude is also a walking cheat code for JJK verse. Heavenly Restriction is op if fully realized like Toji did. You can’t be sensed, can bypass Barriers and can even bypass the sure-hit effect of Domains and can even enter and exit domains without being sensed. The physical strength and speed buff is obviously insane but the durability buff, the buff to the 5 senses and even having access to limited self-healing I don’t hear people talk about enough. Like Maki fight with Naoya was showcase on how incredible the durability buff HR gives. Naoya was stacking his CT and was moving hundreds of frames per second and was hitting her with that level of force and it wasn’t even scratching Maki. These strikes were busting open hills and destroying houses and Maki was taking virtually no damage. And this Maki wasn’t even fully realized HR yet. And we see in her fight that HR also gives innate healing abilities when she had taken heavy internal damage and needed a few minutes to heal. This obviously isn’t anywhere close to RCT but still is very impressive healing capabilities and without having to spend CE in order to do it. Ans once she is fully realized her senses are so heightened that she can just feel the atmosphere how Curse Womb Naoya is going to move before he even does it. These are all things Toji was capable of too. If it was up to strength alone not only would he be Special Grade but he is easily top 5 maybe even top 3 in the verse.
