Use by vs best before dates

Do you know the difference between use by and best before dates? Use by date is about safety - foods can be eaten up until the use by date, but not after. Best before date is about quality and not safety. The food will be safe to eat after this date but may not be at its best.

This video gives me an overall feeling, that I will die, if I exceed the "use by" date. I thought the goal of the video was to make me aware that I can use my senses a long way, instead of going strictly after the labeling.

I need some clarification on 'best before ' date please. It's clear that best before is merely about quality, whilst 'use by' is about safety. However, for short life items such as donuts, the quality is very poor if not eaten same day as cooked. So....does best before mean best before the end of the date shown i.e. 23.59hrs, or before the start i.e 00.01hrs ?
The retailer may attempt to claim the donuts were cooked same day, and that best before 23.59 applies, but I believe it's likely the donuts I saw offered for sale at full price were cooked the day before, because they'd gone all stiff.
It seems illogical to be dating items cooked same day as best BEFORE if the date it's being applied is that same day, i.e in theory the donuts are already past their best before being offered for sale.

To avoid ambiguity for short life items, there should be a 'best on' date which is applied the day it was cooked, to clearly show one day life in best condition.

What if it doesn't say best before or used by. Instead it says best by

I went to a grocery store yesterday in Harlesden, London and noticed a lot of their drinks were over 6 months out of date. I pointed this out to the owners and they didn’t seem too fussed. For public safety, is there anyone I can report this to ?

So if a use by date is “use by the 5th”
Does this mean I can eat it on the 5th, not the 6th?
Or I can’t eat it on the 5th, and only the 4th lol
