That's by design. The peak torque for the engine is around 5000rpm and therefore the SH-AWD gearbox helps the car accelerate as fast as possible.

You have VSA turned on. It limits your engine electronically if it thinks you may be close to losing traction. Just press the "VSA OFF" button on your dash and you should be able to accelerate faster. You have to try really hard to lose traction in a Honda Legend anyways.

My car is an 05 legend and it does this too so I asked another owner and he told me that all the ecu's before 07 did this when you accelerate. It's nothing serious, just how the car is tuned. He's car is an 07 so the ecu was programmed differently and it doesn't do this.
