Because Anne didn’t have a Royal title to give her children. Her Princess title was only a courtesy title given to her as the daughter of the monarch. She couldn’t pass that title down to her children. Queen Elizabeth II did offer her husband a title of nobility as an Earl but he and Anne considered it and turned it down. If they had accepted, their children would have been known as Viscount and Lady Zara but those are noble titles not Royal ones.
