I made a tentacle for my halfling fathomless warloc, and finished it with clear UV resin to give it a glossy wet look

I did the same scenario, but used those rubber tentacle finger puppets from the dollar store. I filled them with red can expanding foam to give them some structure, then hot glued them to fender washers for bases. I added more hot glue to top of the bases, which I roughed up with a toothpick to make the texture of churning water. Painted it all, and they looked amazing! 

Thinking back, I may also have added some solid copper ground wire from some scraps of romex as bendable armatures, before adding the foam, so I could get some variations on position.

Technically its only a tentacle if the suckers are centered on the tip. Octopuses have arms.

I recently did a very similar craft. Clay tentacle. But i used tiny beads for the 'suckers'. That keeps them very uniform.
It was like 2 hours of work (inclusing painting) for 8 tentacles... not bad
