To be fair, the exams being so drastic and ridicilous is kind of a good way to screen if someone is capable of adapting to and/or overcoming whatever is thrown at them. If you can't do that, then the chances of you dying within the first 2 years are almost guaranteed.

I mean, the Chimera Ant arc is a good example. Sure, nobody expected creatures from the Dark Continent to make their way across the sea but that doesn't remove the fact thag so many Hunters were killed because, quite frankly, only an above average Hunter could handle them if caught off guard by them. And even then, it was a serious threat that required Netero to get involved before it went too far.

Does everyone forget the boat scene? There are judges every step of the way (only 3 members of the entire boat passed that judge). Even the monsters that guide Gon and Killua are judges, specifically to weed out anyone but the best. By the time they reach the test proper, the stakes are made very clear, and even then, they have secret watchers in several phases for slight protection. It isn't the greatest system, but it does the job decently.

The two choice quiz is not ridiculous, it’s supposed to test your morals, both Gon and Leorio found the question absurd and did the right thing by not answering, Kurapika was able to figure it out and bypass it because of his incredible intellect

theres nothing wrong with the exam. if one individual cant survive the uncertainty of the exams, then they're not fit to be hunters.

the exams are not crazy, they are just right. as a hunter in the free world everything changes and you have to be able to adapt or you die. see chimera ant arc as a perfect real-life example. gin knew it too and made greed island exactly like that, so that the game could become deadly serious at any time.
