Because designing a rocket and capsule system to just go to 120, 000 feet is likely more expensive and has a whole different set of risks and variables which compounds the problem of successfully stepping off into the unknown and freefalling. Plus, a slow ascent gives time to test the equipment to make sure it is working before taking the plunge. Thousands of balloons of this type have been flown since the 1950s (with heavy payloads) and launching them is well understood.

that's kind of a stupid question.if he can leave the balloon at 120000 ft and hopefully survive, he can also leave it lower if it pops.
