They targeted out of state victims, once they saw out of state plates they would ticket them as people would not want to return to court and just pay fines, i was one of the victims.

When you have a sales-based compensation system coupled with qualified immunity, this is what you get.

I do hope the victims sue the city and police force.

Now all of thier prior cases will need to be reviewed for falsified reports/ charges. A slow, time consuming, and potentially costly process for Hilliea city taxpayers, as more lawsuit are filed..

Where there is smoke then there is fire. This happened to me a while back while I was in the hospital incapacitated

They need to go back and retroactively charge police for all of the foul things they have done in the past!

If you have a CDL and brake a driving law you get in double trouble. Cops should get enhancement charges.

And this is why you get a Warrant out !

All police departments need to be investigated every last one of them I am positive they are not the only ones doing or did criminal crimes

Why do police always deny having a quota to meet?

Government Agents behaving as their Superiors Taught Them.

Good, now they can get beat up without charge.

Ok, so to what end would a cop do this? It’s not like the cops get the money.
So is it to meet a quota (that departments claim doesn’t exist)?
The only other reasoning would be to harass and retaliate an unsuspecting citizen. Write a fake citation, turns to an arrest warrant, then using the fabrication, escalate to probable cause. A roundabout way to destroy a citizens constitutional rights.

What in the hell were they thinking. 18 tickets in one day. That wouldn't make someone take a second look. That's one dumb cop. Was he trying to get the person in trouble? It looks more like wanting to get themself in trouble.
