America's greatest weapon is the H1B1 Visa. Didn't the US just beat China in a math tournament where...the USA team had Chinese students lol.

there are lot af great developers there, and they may be on same leven in terms of software, but they are about 20 years behind in independent chip manufacturing

The main issue China has is the inability to access EUV fabrication. The only counter they have to that is "throw money at the problem"; more costly, less efficient, and power hungry hardware.

So why then have Universities been dissuading students from China to apply for Masters and PhD programs in the US? How is this helping to attract the best and brightest people here. This has always been a hallmark of the US. Not sure anymore what the right course is if we exclude the sharpest folks .
