Not a really thirsty manatee: just a normal one. Every manatee in Florida does this on the regular, and, among other reasons, it's why leaving hoses to spill into waterways is discouraged.

Had a similar experience with one in a boat. I Stopped so i didn't accidentally hit it. Then it got up to the engine and started drinking the cooling water coming out of the outboard.
