Well yes but only partial, eagles back is also made by strong feathers that do prevented water but most of the time it gets pass trough, when washing those feathers actually do become wet so false, specific birds that do have such feathers are ducks, geese swans and other in their family, they have feathers stick ing with death other so tightly water cant go trough, plus with oil from water resistent they became water proof
