God wrote law on the hearts of all men. Some call this "natural law". Everyone understands some things are right and wrong. You don't need a social contract to honor the natural law written on everyone's heart. God created us to govern ourselves. Government holds us accountable when we sin or offend God in ways that are usually a harm against a human or his property.
