"believed"? More like a fact, well, back then anthropological records weren't that developed, but it has been a confirmation, the emergence of proto-states changed the dynamics so instead of 3 tribes wiping out the other tribe it was the average proto-state losing 15 percent of the populations to violence, that 10 percent of surviving humans was the beginning of humanity's demographic expansion compounded with farming, trading and specialization.

The idea of state of nature perceives and conceives man as he was before any external, social contribution. Thomas Hobbes was one of those who were convinced. He even used the example of tribes in Australia to back this idea.
But the idea of state of nature was a mistake. Since as soon as humans are, there is a form of society. A form of social organization.
As regards the social contract, the idea that Hobbes's view today could lead to authoritarian ruler, or a dictatorship is misleading. Because if he used the biblical metaphor of Leviathan to mean a kind of supreme leader that provide order, he also said the leader has a duty. He considered that if the leader doesn't observe his duties towards the people, the people have not only the right but also the 'obligation of a sacred insurrection'. And it was his idea of 'Obligation of sacred insurrection' that has been used by the people of London to behead King Charles 1.
He wouldn't have supported a dictatorship nor authoritarian rules.
He was a doctor even at Royal Court. He studied Greek and has translated the works of Thucydides into English. Thucydides was considered as the founder of rational approach.
