To be fair if Escavalier had good speed it would be one of the most broken Pokémon period since it’s so bulky and so strong and has great typing and movepool

I think speed kinda means more of speed to throw out the attack rather than speed of movement, so Vikavolt's low speed may be because it needs to charge it's attacks, or it just doesn't make sense at all

Your canonical top speed might be extraordinarily high but your actions in battle are going to be slower if you just don't have that reaction to be ready to fight sooner
