I think Frollo should be #1 because he almost killed baby Quasimoto and tried to kill him another time and Frollo also tried to kill Esmeralda than on top of that he made Quasimoto feel like he was a monster and deserved to be in the tower away from people.

It's not that Maleficent disagreed with the King and Queen, it's that the Royalty of that kingdom was stupid and decided to invite ONE SIDE of a MAGICAL WAR to an IMPORTANT PERSONAL EVENT. That's basically TAKING SIDES on the MAGICAL WAR.

Maleficent even gave them the chance to confirm that they were taking sides by asking for her chair. They said no so she gave a punishment for being an ally to her enemies and went her merry way.

Sad Jafar didn’t make the list. He’s a great villain and sadly never got a song. He got what he wanted but he only lost because he was outsmarted by the hero. I like that’s how he lost. Not being killed, not being arrested, or turned against by his minions, but simply being outsmarted by Aladdin.

Frollo in my opinion is the best one. Unlike the others who are evil because ouga bouga me bad, the reason is really good: he falls in love with the girl (don't remember her name, don't care) and he don't know how to react to it. For him, there was nothing to love more than god, so when he had the temptation (love someone more than god, lust...) he saw it as a temptation from the devil.

Frollo is number one. The others all deserve to be here, but it’s hard keeping Jafar and Hades off the list. Really the old villains as a collective are just impeccable. Frollo takes the cake, though.

Who I think is The Best Disney Villain of all Time: Bill Cipher from Gravity Falls (because unlike all the other Disney Villains who have Goals for there evil plans, Bill Cipher probably don’t have one, all he want to do is just watch The Entire Planet Burn and he doesn’t care who he hurt, if you either Adults or even Kids he won’t have any problem to whip you out from existing, there even a line that Bill said “I want to make some kids into corpses”)
