China localizes debt, and nationalizes solvency. The USA is reverse, localizes solvency, nationalizes debt. Also, the US funds it's national debt with the Federal Reserve, which is an international/global institution.

Regarding compensation for land. What you are paying attention to is the amount of money land owners receive. What you are ignoring is that usually compensation is much larger and is assigned from higher authority. However it is handled by intermediaries and a lot of people take cut from the money, etc. - and try to pay as little money as possible (often using and quite shady means). (take large cut of the money and pass it to someone else to get papers done. The cycle can repeat a lot of times).
Free money - get the papers signed for as little compensation as possible and pocket lion share of the designated money. Higher management is aware of that, but they just take the cut from the pie.

I read the book a few weeks ago, and it was insightful.

This book along with Peter Zeihan's evaluation totally changed my understanding of China's 'rise'.

The cheerleaders of China look at China's shiny cities and expansion, but ignore some of the key fundamentals of demography, finance, resources, and geography.

Kindly do Peter's new book! Most of the way through it - very good so far, if a bit scary.
