I personally like the bubbly look, but if you don't, you can use the sanding machine you've got as a "vibration machine". It'll do the work and spare your muscles. Anyway, it turned out amazing

To fillIn unwanted bubbles on the surface, I think painting on a very thin slurry of Quick-Crete would do the trick.

Trick the eyes with paint I like the holes... paint it a way to hide the holes
