This man was allowed access to the realm of the Gods after he died, he was given the opportunity to literally train for eternity had he not come back to life.

Whether it its a decade, century, eon, Goku can and will catch up to his opponent, it’s only a matter of time.

Nothing would actually change until namek because everyone in opm has the same potential, and saitama just broke his limiter, which nobody else had done before. Goku only went through training he couldn't handle on the spaceship with 100x gravity or something, which might have broken his limiter if we applied saitama stats to him, however saitama broke it over a 3 year time span.
