With a public inquiry into foreign interference in Canada's democratic processes underway, some former top security officials are alleging the country's national security agencies are holding too many secrets.

The inquiry has already heard that as much as 80 per cent of the evidence it will receive will be classified as ‘top-secret.’

- limiting the number of diplomatic and consular officials (spies) allowed in Canada,
- closing down the Toronto and Vancouver consulates,
