They have changed the name to "World Wide Web Publishing Service"

I am running Win 7 and I do not see Web Development Agent Service in the Control Panel\System and Security\Administrative Tools -> Services list.
What now? I have the exact problem illustrated in the Video.

I have a Windows 10 computer, no such service, but I closed down Skype, used 'Quit Skype' from the task bar and Apache now starts OK without twiddling services
