Okay so if anyone is still having this problem and tried this and it isn't working, here's what I did that allowed it to work;

1. Make sure you have Xbox Live OR Game pass. You won't be able to join multiplayer otherwise.

2. Go to the page he's talking about (the link is in the bio of the video), and if your multiplayer is already allowed, block it. Submit that request and then go back and allow it. For some reason, even though my account was supposed to already have allowed me to join multiplayer, it wasn't, so a simple turn it off and back on worked.
