A lot of people in this comment section seem to be underestimatimg peter. He was a coward sure but he was a very powerful dark wizard.

Edit: just some more info. Not only was he the one who found Voldemorts remains and brought him back to life but he also mastered the shapeshifting charm at a very young age. He helped create the marauders map and was a member of the "order of the Phoenix". When the dark lord first fell he escaped by causing a 40 ft explosion (which killed 12 muggles) and then he became scabbers. For 12 years he posed as the Weasley family rat. Throughout this time he couldn't practice his magic but he still managed to track down Voldemort's remains.

Don't underestimate this man.

I think Lucius Malfoy is much stronger, actually the Number 2 behind Snape. We never see Lucius in his prime, but he was Voldemort’s second-in-command and his most favored — even after pleading the “Imperius” — until Lucius’ failure with the prophecy.
