I think that it is a spoon or any utensils rest. They would use the spoon, knife, fork or whatever serving utensils they were using at the time and didn’t want to put the utensils away they would just rest them on the device so the utensils would not sit on the table.

I ADMIT I DONT KNOW -- USALLY REAL SILVERWEAR HAS A FUNCTION SO MY BEST GUESS IT'S FOR LAYING A LARGER KNIFE OR SPOON SO IT WILL NOT DIRTY OR STAIN THE TABLECLOTH.
