Sir, high vaccum means good vaccum, here specific steam decrease but here coal consumption increase in boiler due low temp occur in condensor due to condensation.

You are saying if vacuum low or high both condition specific steam consumption increase. Running better vacuum than design will reduce specific steam consumption but may reduce turbine last stage blade life.
