This is what worked for me, I got the error message on my iPhone.

I removed my sim card from my iPhone and inserted it into an android phone, then signed up on the android. After signing up on the android, I opened WhatsApp on my iPhone and signed up, so the verification code was sent to that android phone and I entered it to my iPhone and it worked.

The solution is simple

Kindly connect to another phone's hotspot and use your wifi.

Turn off your data, uninstall the app, grant all permission before trying again.

Then try again it will work.
