I have the same problem. But I fixed it by simply turning my wifi off and started using my LTE sim data. And it worked. Finally got access. Hope this helps

This is what worked for me, I got the error message on my iPhone.

I removed my sim card from my iPhone and inserted it into an android phone, then signed up on the android. After signing up on the android, I opened WhatsApp on my iPhone and signed up, so the verification code was sent to that android phone and I entered it to my iPhone and it worked.

Have a solve for Samsung (mine is s10) if you are also not receiving a call when you try the alternative to SMS. Messages settings > block numbers and spam > caller ID and spam protection. Then turn the whole thing off and try having whatsapp call you with a verification number. I turned it back on afterwards but to each their own here.

I was also facing the same problem on my iPhone.
The VPN idea worked for me.

Just install a vpn and restart your phone, then use your Cellular Network, not wifi.
Then connect to vpn.
Then open Whatsapp and do everything task.
You may again get the same notice (try again... bla bla)

Just wait few minutes and restart the Whatsapp, Leave other things.
if try again in few minutes, You'll get your otp ❤

Yeah, restarting is so easy, yet most humans' first reaction is to scour for solution online, and to go through trashes like this to be reminded about "have you plugged in/turned on?"? I am waiting for someone to actually feel "ah ha! this is it!! Damn this is technical!"

I got actual issue here:
This issue occurs when the older device is registered with that number you need to first sign up there then after first device activation you can get code for second one.

Actually this happens when your iPhone - Region in setting is different from your phone number... Change your Region to your homecountry and then activate Whatsapp in flawless
